Colorado Lawmakers Drop Proposed Limits on Cannabis and Psychedelics After Pushback

11 March 2025

A bill that aimed to limit THC levels, impose stricter age rules, and ban certain psilocybin (magic mushroom) products has been withdrawn after facing strong opposition in Colorado. The proposal, known as Senate Bill 25-076, was shelved before a committee vote, meaning it won’t move forward this year.

What the Bill Proposed

  • THC Potency Cap: It sought to limit THC in inhaled cannabis to 10 milligrams per serving and introduce new labeling requirements.
  • Stricter Rules for Young Adults: Those under 25 would have faced additional potency restrictions.
  • Psychedelic Product Ban: It would have outlawed flavored psilocybin edibles, like candies and gummies.

Why Was SB 25-076 Withdrawn

Bill sponsor Sen. Judy Amabile (D) said she introduced the measure to address concerns about marijuana’s impact on mental health. However, she faced strong backlash from cannabis industry leaders and public advocates, who warned that the restrictions could hurt businesses and limit consumer access.

Amabile also received heated criticism from the public, which led her to withdraw the bill, acknowledging it had little chance of passing.

Industry & Advocate Response

  • Cannabis businesses argued the bill would have caused job losses and hurt the state’s legal industry.
  • Advocates pointed out that Colorado already has clear potency labeling and child-proof packaging to prevent accidental use by minors.
  • Psychedelic supporters noted that voters recently decriminalized magic mushrooms, and banning flavored psilocybin products felt unnecessary.

What’s Next?

Even though the bill is off the table for now, it highlights a growing debate about how Colorado should regulate high-potency cannabis and the emerging psychedelic market. Lawmakers may introduce similar proposals in the future, keeping this conversation alive.
